Visitors to Britain may be puzzled by the consequence of of this regulation, which has now come into force. Under the regulation, anyone with an IQ of less than 90 is required to display a sign, consisting of a red cross on a white background. In the words of the regulation: 'This may be flown as a flag, displayed as a rear window sticker, or patterned on a sun blind for side windows.' Those with an IQ of less than 70 are required to display two such signs.

Casual road side observation over recent weeks confirms the generally held view of the intelligence of BMW and SUV drivers. Such vehicles appear to outnumber the rest by approximately 1.6 to 1.0

The new regulation will also help police to determine which drivers are most likely to be infringing other road safety regulations, such as those relating to drunk driving.
